The BFE justified this decision by arguing that the question addressed in the study had changed since the concept was first developed. "The report does not provide a clear answer to the question of whether purchasing a new electric vehicle while simultaneously selling a used fossil-fuel vehicle has a positive or negative impact on the climate. The assumptions made in the study are vague and therefore difficult to understand."
